The City of Suisun City had been receiving a large uptick of noise complaints, the City did not have a Noise Ordinance in 2019. In January 2020, staff members from the Police and Community Development Department as well as myself held (2) Workshops with Residents.

  • May 1st, 2019, 12 residents attended

  • June 8th, 2019, 5 residents attended

I created an online survey to give the residents an option to participate online. Based on the results of that survey the top concerns were: Loud Animals and Loud Vehicles.

Data was pulled from the Police Calls RIMS database, I organized the data by type and location and created this map. The map was evenly distributed so cluster data was not helpful to showcase. The order of the legend (top to bottom) shows the highest number of complaints to the lowest number.

RESULTS

Based on the results of the workshops and data shown on the map above, I created a new ordinance. I then presented the ordinance to the City Council where it was approved. Some highlights of the ordinance:

  • Twenty-two (22) definitions were proposed to be added to clarify terms used and applicability of the ordinance;

  • Addition of “General Noise Regulations”;

  • Addition of “Specific Prohibitions”; and

  • Addition of “Exemptions.”
